At the beginning of this year, the 13 departments jointly launched a 100-day campaign to rectify the health care market. It has been more than two months since. Yesterday, the State Administration of Market Supervision held a special conference on this. The Beijing News reporter learned from the meeting that the 100-day operation has achieved initial results, and the next step will be to establish a long-term supervision mechanism for the rectification of the health market.
Most of the fines and penalties are from illegal direct sales and pyramid schemes.
Yan Jun, director of the Price Competition Bureau of the General Administration of Market Supervision, said that since the launch of the 100-day operation, it has achieved initial results and entered a comprehensive stage. As of March 10, a total of 1.17 million law enforcement personnel were dispatched to inspect key industries, key areas, and key commodities, and a total of 6,535 cases were filed, 2,290 cases were closed, the case value was 7.79 billion yuan, and the penalty amount was 268 million yuan, which was transferred to the judicial organs. 174 pieces.
Among the cases investigated and handled in various places, the number of false publicity and false advertising cases accounted for the highest, with a total of 2,531 cases, accounting for 38.7%; 733 cases were closed. The cases of illegal direct sales and pyramid schemes were the highest, with a maximum value of 4.954 billion yuan, accounting for 63.6%; and fines of 194 million yuan, accounting for 72.4%. Cases transferred to the judiciary are mainly suspected of pyramid schemes and food safety violations.
In order to urge all localities to comprehensively manage the chaos in the health care market, since February 18, 13 departments have formed 13 joint supervision groups to conduct supervision throughout the country. As of March 14, 13 supervisory teams have completed operations in Beijing, Tianjin, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Hubei, Hunan, Chongqing, Sichuan, Shaanxi, Gansu, etc. Supervision work in provinces, autonomous regions and municipalities. Each supervisory group conducts inspections and supervisions through seminars, field visits, inspection of documents, and sampling of files.
Will collect a long-term mechanism for the whole society
Yan Jun admits that there are some difficulties and challenges in the supervision and enforcement of the 100-day operation in the previous stage, including difficulty in obtaining evidence and difficulty in investigation. The illegal acts are more subtle and the evidence is difficult to preserve. In order to avoid the limelight, some operators have temporarily closed their doors, transferred their business premises, and transferred to underground operations.
At the same time, the awareness of the “health” market by the general public, especially the elderly, needs to be further improved. The psychological basis that the elderly are easily tempted by Xiao En Xiaohui is difficult to eliminate in the short term, and it is easy to form resistance to law enforcement.
In addition, the “health care” market has a wide range of products, many types of commodities, complicated illegal acts, and strong professionalism. The new business and new problems have developed rapidly. Some illegal actors have walked on the edge of the law and used legal cloaks to cover up the nature of infringing on the rights and interests of the people and seeking illegitimate interests, and evading legal regulation.
Yan Jun said that the cause of chaos in the health care market is complicated. The 100-day operation is a phased work. In the long run, it is necessary to solve the problem by establishing a normalized, institutionalized and legalized supervision mechanism. He revealed that the next step is to rectify the "health" market chaos. The 100-day joint working group has begun to consider the establishment of a long-term regulatory mechanism based on continuous regulatory enforcement and increased publicity.
"At present, the General Administration of Markets and Regulations, as the lead department, has sent letters to relevant ministries and commissions, as well as the national market surveillance system, and will also seek advice.announcementIn the form of the whole society, it has collected opinions on the establishment of a long-term mechanism and formed a situation in which the whole society participates in co-construction, co-governance and sharing. "He says.
